The Observation scope is very useful for looking otut for aircraft, but dont leave it up to long as it has a larger wake than the attack scope and can be easily spotted. I did this once and got a "special delivery" from the RAF - and got sunk

Observation periscope is typically used for observing, spotting, and studying... basically, what's in a name. Attack periscope is... well, used for attacking.
