I've a theory: when you go into harbours with anchored warships and announce your presence (i.e. blow stuff up) then leave the are, you'll experience the same sluggishness on high TC (1000+) as you would when a TF or covoy was nearby (I'm sure you get that as well). The sluggishness will only go away after docking at home port.
