Contact Report Help

I am interested in expanding the amount of contact reports.
Basically my objective is to create ,if possible a set of generic contact reports so you will be able send a contact report on nearly any sighting and get some sort of reply. even if its just an acknowledgement.
My guess is that certain perameters must be met to be able to send a contact report. From memory I think there was about 20 files in the folder. Ive loooked at the files but havnt made much sence of them yet.
Has anybody looked at this yet. Are they scripted into the missions or are they generic. I havnt done any experiments yet but Im hopeing the mission editor may shed some light on this. when i get to working that out.
But I thought id ask you guys first. it may save a lot of time. so if anyone knows how the contact reports work pls post info here.
