IIRC - The bad weather guns mod only changed the storm conditions for each U-Boat class.
This can be redone but there is a side affect. You crew will not wear their storm gear. To make the changes, open the cfg files for each boat and change the storm conditions to 15. IIRC the default should be 11. Not my cup of tea but each to their own.
