Purpose of speech folders?

I'm not a modder, but I believe to be JSGME compliant means nothing more than your mod having the correct folder structure to match the installation of the game [mod name\data\folder(s)\file]. The only files you need to include are those changed with your mod and that's all.

Any files that you haven't changed will already be on the users computer because they have the game installed.

I hope I'm right and that makes sense. If not, someone please correct me.
