I can tell you it is the NoCD too. Go back to the original exe and use the disc, no more bug eyes, even with the new mod. I had no issue with 1.1 and the nocd.
1.2, no go. But I can say I have not seen any more bug eyes or evil eyes with original files. I run many mods too, with no issues.
