I too have set up Tag 28, and using starting reel GFYR and as P Funk has said, this gives the starting reel of SLEH to decode the message. Decoding from SLEH gives garble. Can you specify your exact settings? I think we should keep following P Funk's code sheet and reel / message encoding method.
