AA gunner won't fire

Do I need to call the entire crew to battle stations???

I've found that sometimes (not always) if you have Fire at Will engaged and then change the range or opening/closing target button you have to cycle the Fire at Will button again or he "forgets". Now I set the tactics before I release the guns.
