Guys, let's try to be nice

Hans, everything you mention has been brought up again and again and again. A little searching and you would have found all the answers you were looking for.

And as pointed out by the other responders, your attitude seems a little "off", as if you are experiencing some "unique" problem that only you have, and you expect us to fix it for you:

You're not dealing with UBI here, you're dealing with a bunch of guys that love subsimming. There's no point in demanding anything from anyone here. No one here is responsible for what you bought, or the quality of it, or the lack thereof.

However a lot of the members here are giving their time freely to make what you bought come closer to what you wanted/expected. If you do a little work, you'll find many things freely offered, that will make your SH4 life much happier.

OK, enough preaching. I'll answer one question for you, regarding promotions/medals. No doubt you're doing what I tried to do at 1st, in other words clicking on a promotion, then looking for a highlighted crewmember you can drag it onto.

It doesn't work that way. The eligible crewmembers won't be highlighted until you actually start dragging the medal or promotion. Once you do, you will get a slightly thicker white border around the eligible crewmen. If you let go of the medal/promotion before it's on a crewman, the highlighting disappears again.

Myself, I would have done it different, but I don't work for UBI. Hope that is of help to you...
