Way back when I used to run an ATI 9600XT and noticed that with SH3 and FS2004 I experienced some graphic anomalies but not the one you are describing.

I switched to the "Omega" drivers (just google them) and all is well.

Newer PC has an ATI 850XT and FS2004 gave some trouble, again went to the Omega's and problems were gone.

Try that?
