They are identifying environmental roles toward criminal tendency. This is like if you are getting kicked in the head and you identify that it's someone's foot that is causing you discomfort.
It takes a scientist to prove "common sense", which will immediately be debunked by some other scientist that received a $5 million grant from a corporation with a business model that is threatened by "common sense".

Parents working 2 jobs and have no time to raise their children. Neighborhood gangs and high crime rate in the area. Parents who are completely amoral when it comes to their job. High drug consumption in the area. Underfunded school system.
