Not sure how to answer this. But, what I have experienced is sometimes light-medium damage (yellow) causes repair times and flooding well above what I can pump out with crew. 90% of the time my repairs can't beat the flood time. I'm not sure if the problem is fast flooding or long repair times. I'm not sure how to tweak it because I like both the long repair times and the flooding. But, it seems to be extremely long repairs for minor damage for the most part. So, I would suggest shortening the repair times rather than adjusting the flooding. I think yellow damage should be repairable most of the time whereas red damage you will most likely can't repair for that patrol or most likely will lose the boat.

Since I didnt know how to answer the above question, I voted to add new features. I thought maybe it would be neat to randomize flood and repair times like the chaos mod that was developed by gouldjg. Sh3 commander could set the values during each launch. But, you would only randomize the numbers in bracketed amounts (so light damage could never be excessive)

So, it would behave something like this (not sure what the data looks like in sh3):
Light Damage: Randomize [floodrate 1 2 3] [repairtime 1 2 3]
Medium Damage:
Randomize [floodrate 4 5 6] [repairtime 4 5 6]
Heavy Damage: Randomize [floodrate 7 8 9] [repairtime 7 8 9]

Also, maybe make a medium repair times mod in addition to LRT?

I like LRT, but, sometimes I would like to play with something not as long as LRT but, not as short as default SH3. So, maybe you can make a Medium Repair Times mod that has vaules inbetween. Or maybe randomize between the two similar to what is posted above. So, a player can experience both types during patrols.
