No, I haven't.
Have you ever heard of how to spell deterrence?

I think the hefty "on the spot" fines are enough of a deterrent.

Deterrents have only limited effects on crime. Even in countries with extreme punishments for crimes, there is still similar levels of crime when compared to countries that have more lenient punishments.

I would rather my taxes go towards a extra bobby on the beat then going towards keeping some petty thief in prison.

I don't see why you find that so funny.
