In your GFX card control panel, turn AA & AF off. Also, you could turn the textures down in the SH3 Options menu.
Also, check you sound card acceleration in DXDIAG, make sure it's turned right down if you have onboard sound. Won't be a pretty game but it will run.

Something else is going on here. His system is plenty beefy for him to be running with little or no problems,...depening on his video card that is. I run on a P4 2.0 with 768MB ram and a ATI x1300 low end card and I dont think ive ever seen less than 20-25 fps in harbors with TGW mod installed. I know they are two diff mods but the reqs are pretty close. The only real bottleneck in that system sounds like the video card.
