It very likely will, if it is to work like in Silent Hunter III, which has voice recordings of your officers saying things like "Re-supply in progress", "Re-supply interrupted", and "Re-supply completed".

It's getting better and better! Don't remember where I read it but it said that one feature of SH4 will be that you can ring out "General Quarters". That's awesome!
