In SHII you couldn't surface if your compressed air was used up. In actuality the dive planes can get you to the surface and keep you there, or else you could never run decks awash. Once the deck is on the surface you can run the diesels and start recharging the compressed air, then blow out the tanks and surface for real.

I'm not sure if just the engines and dive planes alone could get you back up if all the ballast and negative tanks were fully flooded. But, yes, if they weren't then the engines and planes could get you up and keep you up, long enough for the compressors to recharge the air tanks . . . assuming your compressor's not destroyed!
