I'm running a X800 Pro. I get the same as you in port, 18-24 FPS but at sea I can pull in about 80 - 100 FPS. This is with the AA/AF + Textures maxed out on the card settings.
Try and enable your cards Adaptive AA you should see a boost in performance. There is really nothing in your setup which is pulling down your performance.
