IIRC, the UZO was designed not to be affected by the rolling and pitching of the boat. The binoculars on the otherhand should certainly not be locked to the horizon.

If anything was stabilized, it had to be done with weights, which is not a solution. The first ships to use gyroscopic stabilization on the firing systems were US battleships, and those not until 1945.
