Finally got it installed!!
Got a question though, I have some files floating around in my SHIII folder and I dunno if they're supposed to be enabled via JSGME or if they're just there for no good reason. They're titled: Nightclub, U-boat, Flotilla, Personnel files, Images, and Random. They appeared right after I installed SH3Cmdr
