Make sure you pick the right flotilla. That dictates what boat you start with.
If you are using Grey Wolves/NYGM it says when you pick the flotilla what boats they have. If your using an unmodded version, its been so long since ive used that i cant remember what it looks like at the flotilla screen!! Hope this helps.
