Watch crew on deck with gunners?

I agree with the storm issue, also I'm ussing to emerge the connig tower only for renewing air supply and recharge bateries und dont show a big siloutte but in that condition is almost useless tp have crew on deck.

Can be done to have or not to have crew on deck?

Because when I remove manually the watch they always reapears after take out the last man.
