So Silent Hunter III and Wolves of Pacific are great. While these games gives you exact grid to patrol, you can still go wherever you want and engage any target you want and I love this kind of freedom. Any other naval vehicular combat games like SHIII and SHIV that give you freedom(sandbox) as I explained above?

well, SH3 Commander also allows to choose the patrol area so I use it, because in GWX the renown reward for patrolling the target area was removed anyway
so yeah, it is kind of open world game

Dangerous waters & Sub Command (now vintage) is somewhat fairly similarly in that you can engage what you want when you want in various platforms.
You can build your own missions in both attack land targets too and with the mods you can also use nukes.
