SH4 is built toward a US Navy Submarine paradigm, so when you, as the Captain, give an order, it goes through the Chief of the boat, who repeats what you "said", both as confirmation of your order as it was heard, but also telling the responsible crewman to do the order, and that crewman then repeats the order as he understood it, hence the "Ahead Full!" "Aye sir, Ahead Full" and then "Ahead Full". At least they don't repeat it back again once the order has been fulfilled...

The differences between the boats has to do with what boat it was copied from to make the Soviet Waterways version.
