ok i figured it out, in the basic.cfg file i had the torpedos number labeled wrong. ie 1rst year 1939 torpedo slot all begin with 0...1940 begins with 1, 1941 is 2 etc, i had all years begin with 0, now it works. now if i can figure out why i have only 4 officers instead of 5 even though it says i have 5, maybe he went awol
