[TEC] Damage Control in three sections

The advantage would be that the 'people' on duty would be the ones to sustain injuries while in a compartment that has taken damage, while the others are "safe", which is the way it is set-up now, EXCEPT the gun positions and the watch crew, since they are considered outside of the protection of the hull. Also though, there are the fellows on their 4 hour "study" period, that would potentially be in other parts of the boat, besides the "safety" of their bunks, and could take injuries in those compartments... ??
