Personality Changes Associated with Organ Transplants

I read today that they implanted Elon Musk's brain chip into a second human being.

Do you think that might induce personality changes? What about once the government takes over the program, specifies all the program parameters, and makes brain chips mandatory?

Sometimes I'm very thankful that I'm old. Maybe I should take up chain smoking and excessive drinking, and eat more transfats and sugar.
