Sleeping off-watch figures in the bunks and hammocks would add a lot to the claustrophobia of the boats, nice idea!

More generic NPC "Crewmen" who do nothing but are set dressing would be nice.

I.E. until we have manual torpedo loading, put a bunch of crewmen models in the torpedo rooms, and during reloading you see them animated and mounting a torpedo on the crane and sliding it into the tube, etc.

Or a cook in the galley. (Not sure if they'd still be cooking food during an attack run though.)
