They are out there.. but the ocean is a big place... A realy big place... So big it blows my mind...
 Seriously though they are out there, just rare to run into them unless you know where to look. Also with some of the supermod packs you can find several of them in enemy ports now and then, but be warned as usualy enemy bases are heavily mined and full of sub nets. |
