Another note regarding promotion; their experience level must be high enough. Info. in the lower left hand bar of their info. screen.
You'll see two numbers separated by a forward slash. The left hand number must be greater than the right hand to get a promotion. Though with nine patrols that shouldn't be a problem for at least some of them.
