If you are not using any mod, and supposing you are using manual targetting then basically you have two methods to fire a torpedo:

1. Without locking any target, this way you can fire whenever you want
2. With a target locked, this way you MUST set all target parameters (speed, course, distance) otherwise you won't be able to fire.
