These small squares are they below 4 meters of clean water.
The water is so clean you can't see it.

Could be a reactor like in Chernobyl, but then this is/was not only for civilan use.. hmm

Yeah, that's it. It is the reactor lid. The square blocks are the protective caps of the fuel and control rods. The various colours you see indicate the position of various types of control rods.
The covers are the blocks that were dancing up and down in the HBO series Chernobyl.

Specifically this is reactor no. 2, which survived the disaster and remained in operation. Now decomissioned, which is why several caps are missing. Second photo shows the view of the entire reactor hall from the refueling operator room window.
