it depends on which mod-set one is using.
some mod-sets don't have The Dutchman defined.

No one has seen it, because it doesn't really exist. There are a bunch of people making fake screenshots and claiming they've seen it, though.

it appears in Stock, FOTRSU, RFB, TMO 2.5 but not in RSRD.
so, if you play TMO 2.5 with RSRD you will not see The Dutchman.
