btw: about modding the mission. I found that mission, it is called "Photo Honshu 02" located in "Data\Campaigns\Campaign\PatrolObjectives". If i open it in Mission Editor, there is only the Zone in that mission with no ships at all
Have i to add ships there to get it working?

yes, exactly that.
add enemy ships of the proper category (merchant, capital, whatever) to the harbor that you are attempting to recon. i always like to add a Yamato....moored beam-on to the entrance.
use your stern tubes so you can make a quick get-away.
