The repetition is a function of the game. "Yes sir." is a short phrase, and theoretically is designed to repeat once in the game. However, the game uses "time" for its number of repeats. What usually happens, if there are no other sounds playing at the same time as the "Yes sir" sounds, then you might get 2 or 3 repeats, since the phrase is so short. If something repeats too often, add a moment of preceding or trailing silence to the audio file, such that it has a more difficult time repeating. If the next phrase doesn't sound, then you need to shorten the ogg audio file. It can be very frustrating to "adjust"...
