Low fps (lag) on free view and conning tower (horizon view) even with good laptop?

More than likely SH3 is running on the integrated graphics instead of the nVidia card.

Go to Windows Settings and search for "Graphics Settings", Browse for a Desktop App and add SH3.exe. Change the setting to "High Performance".

Or, if you are not on Windows 10, the same can be done through the nVidia Control Panel.
