Actually not

Slow = creep submerged or steerage surfaced. Silent running...

1/3 = 1/3 actual - there is a reason it is called what it is. It is a utility setting that falls between steerage and standard. It provides submerged depth changing speed, and surfaced no wake speeds.

Standard = most efficient range setting for surfaced travel. Submerged it is what it is, which is kinda noisy. I will point out it is still quieter than stock 1/3 which was actually closer to 2/3.

Full and flank were already logical and unchanged. Any other desired setting is a matter of specific desired speed at the captains pleasure.

There is nothing to negate but the use of speeds settings that never made any sense. Unless you have a specific tactical or safety reason, no speed would ever be selected on the surface except the most efficient fuel wise, and that would be referenced as ahead standard.
