During the evening I have in our news program been hearing them saying.

"Trump is preparing/planning on/to put New York on quarantine."

Can he do that and what law will he use ?

Some States around New York are already stopping vehicles with New York plates from entering.
That's the States working on the States level.

I don't think what Trump is doing is legal yet till someone pases a law about shutting down the State line to traffic much less the airports and cruise ships in New York, Jersey.

My first thoughts are that Trump wants to open up the rest of the country after the two week shut down ordered by the CDC two weeks ago Tuesday.
The ones that have only a few reported cases, which would not include Washington or California or Louisiana.

If the shut is working extend it till everything peaks at least

Please correct me, if I misunderstood. This power is on state level and federal government does not have such powers? If that is the case, then this looks like another attempt to claim credit on other's actions. Latter is based on understanding, that Mr. Tump's actions (tweets and legal) with General Motors and Ford fall into same category. Again, correct me if I'm wrong here.

It was the People who created the Constitution, and it only came into effect after 9 of the 13 States had ratified it. The Constitution is the Law of the Land, but itself was created for a purpose, and it must follow that purpose. If parts of the Constitution are misused they can be altered. It's not easy, nor should it be, but it is possible.
