The DirectX v9.0c that is included with the newer downloads of the game are apparently designed to run on Windows 10. My Win10 64-bit laptop would NOT run the redist version at all, no matter which one I used, but it would run the one with the Steam version of the game. Go figure...

Installed all Directx , reinstalled all drivers , overrided the dpi scale , openned with admin , reinstalled the game and nothing...
