I made all of this and same problem..

It could be your missing Direct X 9c It could be a corrupted installation problem. Peter

Direct X9.0c needs Windows 98 or Windows xp to install , i cant install on windows 10... I reinstalled the game and same problem.

The DirectX v9.0c that is included with the newer downloads of the game are apparently designed to run on Windows 10. My Win10 64-bit laptop would NOT run the redist version at all, no matter which one I used, but it would run the one with the Steam version of the game. Go figure...
