Your (and many other Users including me) Sound-problem is possibly related to Hardware. In the past this may be soften by reducing the Hardware-acceleration. On more modern Computers these Sliders on Souncard-drivers or even in DXDIAG ar no longer reachable, since this Layer no longer exist. Also none of us users have the SH3-Sources (only the Devellopers have) to fix this anoying Sound bug. So the easyest way is reducing its volume to a level that is no longer annoying. Yes, that way it will also reduce immersion. The first thing is then, to find out what Sound-file it is. All Sounds are exist in data\Sound. Playing all of them one after another this can be found. But to keep in mind, that these sounds may be distorted inGame like the Diesel-sound. To reduce its volume an Sound-editor is needed. If there is no one reachable, Audacity is "Free Sofware" and a very good choice to do so. The files "amb_OceanSkyline.wav" and "Vapor Siaj.wav" are a good point to start. Thes files are not related to Rain, but the rain-files can be find very fast since it has "Rain" in there file-names. There is also the Sh3.sdl, but i find it easyer to use the wav-files in an JSGME-drawer-structure to keep the changes noted. When change Sound-files with an editor it is strongly recommended to double-check its Save-options. When saving with "false" parameters the game will crash. Greetings.
