max torpedo launch depth can be found in the respective boats .cfg file. I believe stock values are 30 meters (98 feet). As soon as you launch the torpedo it will proceed to its preset depth, so given the max depth to launch this souldn't affect your solution at all.
As for the reality of this. Yes it is possible. Torpedoes back then were launched using compressed air. So once the tube is ready to fire, the compressed air is released into the back of the tube to drive the torpedo out. Now this only works up to a certain depth as the deeper you go the more pressure you need to drive the torpedo out. Not much of a problem as attacks were conducted visually using the periscope anyways. With the advent of better sonar equipment the tech to launch torpedoes also evolved.
