Also, if you always fire at minimum draft, on rough or windy weathers your torpedo might actually go overwater and plunge into a wave, which will further skew your torpedo draft. Minimum draft not the end-all, be-all solution, else all historical Kaleuns would have used it.

You have to accept that until 1941, even with a 100% perfect solution, some of your eels might be duds. What you can do is to use different torpedoes and play with the settings based on different factors (weather, wind strength, target AOB, daylight or nighttime, etc.) to minimize these odds the best you can.

For example, T1s are more reliable for depth but since it uses the same mechanical/magnetic exploder as T2s, the risk of an earlier explosion increases if used with the Fast speed into rougher waters. Also, they leave a nice trail of bubbles that are visible during the day, but they are good for use during a night attack.
