There are places in Moscow that the state would rather have no Urban explorers in but they still come every year.

We tend to slap them on the wrist with some admin detention and a small fine, but it seems that if you trespass in A51 you get the GITMO light experience of 3 months in federal detention center without trial or any public record of what was done to you.
