Weapon malfunction and behavior (RA)

1. RA 1.48 has been relaeasd - now Weaponmalfunction is off by default

2. Launching SUBROC silently never was possible. Now it's possible if you do this from greater range than 30 nmi. In earlier versions you was informed about launching subroc or SSM from over 90 nmi!

update:

"underwater missile launch" message is from shortest range for Harpoons, medium range for Club/SUBROC and greater range for SLBM
