It is a while back since I did this mission. When you select the training drills mission you must complete the objectives before you can end the patrol. IIRC I seem to remember seeing 2 consecutive objectives which is sinking static Polish ships. You should see a radio message IIRC. If this is not done correctly you will not see the Anchor icon.
