Yes Knatten, sometime i too have encrypted message without the mod for encrypted Bdu orders.
Don’t Worry, soon after you receive the normal message.

I guess it was in Baltic operations, and probably for changing Memel harbor to Kiel main home base (a red message)

Don’t know if it is a bug or something else, but the principal is to get normal one too

It happens sometimes in further campaign also.
