You need a more powerful thumpmobile zapper.
Here in Germany you build an EMP generator with a microwave oven, and a directional antenna. When this idiot appears again with his basses pumping you fire it in direction of the car's HiFi equipment and it will be silent. If you accidentally hit the car's electronics, oops.
If you fire it at a drone it will drop like a stone. You need more power for a swarm, of course. Just saying

I hear on the news a couple have been arrested but not charged as to date. This subject came up on the radio and a security expert rang in saying these drones have been flown around Heathrow for years and Heathrow has refused to close.
