Aren't the "SubWolves" doing something along these lines?
Where you will be the German naval U-Boat Admiral and send boats to certain sectors on the map to patrol. Then when a convoy is sighted, order the nearest boats to converge, form a wolfpack and then attack.... Then drop into SH3 and command the boat yourself! JIM
