Thanks. I was actually thinking about keeping the number of enemy ships and instead messing around with player initial position so at least you have a chance to strike first.

Could it be as you turn broadside to your target that the crew automatically changes to the towed array sensors??

Could someone explain the distance scale option and how it effects gameplay in detail?

If you haven't done so already, you might be able to play with the PlayerPosition value in that file:

//Ship positions and headings, otherwise build into a formation
UsePresetPositions=TRUE
PlayerPosition=-266,9
PlayerHeading=90
