It could be a foreign power, it could be a terrorist cell or it could be some 4chan user in his mothers basement, that's the thing about this particular form of warfare, we're all armed. It's just that some of us have bigger guns than others and more knowledge about how to use them.
(in before someone makes a joke about restricting access to computers)

Sweden is in a fairly unique position of being relatively neutral in the NATO/Russia grudge match, as it was back during the Cold War, and if you'll recall, there was the many interesting occurances of submarines operating in Swedish waters that we don't know the identity of, and there's just as much evidence that they were NATO submarines as they were Soviet submarines.
It could very well be a western nation looking to see how reliable Sweden would be in a cyberwar scenario, just how much would it take to knock them offline, how much trust should a nation put in Swedens assurances that it can weather such an event?

In the world of intelligence gathering, there's no such thing as a friend, just an opportunity.
